Kentsel Politika Yapımı ve Uygulamada Kent Konseylerinin Rolü: Selçuklu ve Nilüfer Belediyeleri Üzerinden Karşılaştırmalı Bir Analiz

Abstract
Kent konseyleri birbirine benzer yapılar olmasına rağmen bu yapıların kuruluş, işleyiş ve faaliyetlerinde bazı farklılıklar görülebilmektedir. Selçuklu ve Nilüfer Kent Konseylerinin karşılaştırmalı olarak ele alındığı bu çalışma ile iki ilçenin yerel yönetimlerinin kent konseyleri yapıları, çalışma konuları, benzerlik ve farlılıkları, öncelik alanları, faaliyetlerinin ulusal ve küresel politika belgelerine uyumu bakımından ele alınmış ve bu bağlamda kamu yönetimi literatürüne ve uygulayıcılara bir katkı sağlamak amaçlanmıştır. Çalışma, literatür incelemesi, kurumsal verilere dayalı tarama ve ilgili kişilerle görüşme yöntemiyle gerçekleştirilmiştir. Çalışma kapsamında; Mart 2019 yerel seçimlerinden sonraki dönemde Selçuklu ve Nilüfer kent konseylerinde oluşturulan meclis ve çalışma gruplarında alınan kararların belediye meclisinde görüşülmesi ve hayata geçirilmesinde kent konseylerinin etkisi, belirlenen kentsel politikaların sürdürülebilir kalkınma amaçları ve yeni kentsel gündemle uyumu, uygulama araçları ve faaliyetler incelenerek tespit edilen hususlara ilişkin öneriler geliştirilmiştir.

Abstract
City councils are similar structures to one another, some differences can be seen in the establishment, functioning and activities of these structures. With this study, in which the Selçuklu and Nilüfer City Councils are discussed comparatively, the city council structures of the two local governments, their working subjects, similarities and differences, priority areas, and the compliance of their activities with national and global policy documents are discussed and, in this regard, to make a contribution to the public administration literature and practitioners is intended. The study was conducted through a method involving a review of the literature and an examination based on institutional data. In the scope of this study, the influence of the city council on the implementation and deliberation of the decisions made by the assembly and the task groups established within the Selçuklu and Nilüfer City Councils during the period following the local elections in March 2019, whether or not the determined urban policies are compatible with sustainable development goals and the new urban agenda. Furthermore, recommendations were formulated based on the findings related to the alignment of identified subjects and the examination of implementation tools and activities.
